How Planned Parenthood Laid Out a Roadmap to Destroy Society in 1969
On March 11th, 1969, Frederick S. Jaffe published a memo from the Center for Family Planning Program Development, which was a branch of Planned Parenthood and is now known as the Guttmacher Institute.
The Jaffe memo was addressed to population expert Bernard Berelson containing his ideas and policy recommendations about population control. And by population control, they meant population reduction. In his memo, Jaffe allows for the proposition that “U. S. population growth will inevitably cause a deterioration in the quality of life of this and future generations.”
Consequently, “an explicit U. S. policy to encourage or compel smaller family size in the U.S. is necessary to enable our government effectively to encourage or compel developing nations to move in similar directions; this may be termed the international public relations position.”
In other words, the world is overpopulated and the government should take action to encourage “or compel” smaller family size to preserve “quality of life.”
This is an unspeakably perverse and wicked attack on the image of God.
His policy recommendations include:
“Restructuring the family”
Get people to “postpone or avoid marriage” and “alter image of ideal family size”
Compulsory education of children
Encourage increased homosexuality
Fertility control agents in water supply
Encourage women to work
Modify Tax Policies
Substantial marriage tax
Child tax
Tax married more than single
Remove parents’ tax exemption
Bonuses for delayed marriage and greater child-spacing
Chronic depression
Require women to work
Social Controls
Compulsory abortion of out-of-wedlock pregnancies
Compulsory sterilization of all who have two children except for a few who would be allowed three
Confine childbearing to only a limited number of adults
Other controls
Payments to encourage sterilization
Payments to encourage contraception
Payments to encourage abortion
Abortion and sterilization on demand
When the Jaffe memo was first brought to my attention, I was horrified to reflect on just how effective the implementation of these policies were. The Jaffe memo was written in 1969 as proposals. But they have been so effective that they read like 2024 headlines.
In other words, it worked. We bought it. Our culture has been socially conditioned to accept Planned Parenthood’s population control proposals as if they were as American as apple pie.

As it turns out, this isn’t an accidental byproduct of modern life. It’s a design feature, right there in the Jaffe memo.

As it turns out, Planned Parenthood was promoting these things 50 years ago for the purpose of population control.
The whole sexual revolution was a demonic attack on the image of God. Sex is God's appointed means for replicating His own image. Thus, He protects it by wrapping it in a lifelong, marriage covenant where new image bearers are created. It’s beautiful. God designed sex, marriage, and babies to be a composite gift. They always go together.
Satan hates God, and the humans who bear his image. Thus, he seeks to destroy God’s image through a number of wicked strategies. We can see these strategies still working their way through our culture by the things it celebrates:
The celebration of singleness, which delays or altogether rejects marriage and the sexual union that produces image bearers of God
The celebration of abortion, which kills God’s image before its born
The celebration of homosexuality, which rebels against the natural means of producing God’s image
The celebration of population control, which regards the image of God as a blight on the earth, not a resource and blessing to the earth
The celebration of birth control, which prevents God’s image from ever being conceived
The celebration of queer/trans lifestyles, which rejects the image of God as he created us male and female
The innovation of surrogacy, which severs biological pregnancy from the vocation of motherhood so those who have chosen sterility can purchase the illusion of fertility
One way or another, most culture war issues are about attacking/defending the image of God. This has led to incalculable pain, devastation, and chaos. The way forward is a wholesale honoring of God’s original design: marriage, sex, and babies.
